Right 12. Right to Free Speech

Section 1

All persons within the United States shall have the right to speak, write, publish, and express their ideas and opinions without interference from the government.

Section 2

No law shall abridge the freedom of speech except where necessary to prevent direct incitement to violence or unlawful acts.

Section 3

The government shall not punish any person for criticizing public officials, public institutions, or public policy.

Section 4

This right shall be applied in a manner consistent with public safety and the equal rights of others.
