Right 16. Right to Government Transparency

Section 1

All citizens of the United States have the right to access information concerning the actions, decisions, and expenditures of their government.

Section 2

Government records, reports, and proceedings shall be made publicly accessible unless limited for reasons of national security or personal privacy as defined by law.

Section 3

No government entity shall conceal information from the public for the purpose of avoiding accountability.

Section 4

Congress and the states shall establish procedures to ensure the timely release of public information.
