Right 9. Right to Petition the Government

Section 1

All citizens of the United States shall have the right to petition the government for redress of grievances.

Section 2

Citizens shall have reasonable access to communicate with their elected representatives in federal and state government.

Section 3

The government shall not punish or retaliate against any citizen for petitioning public officials or institutions.

Section 4

Congress and the states may establish procedures to ensure public petitions are received and reviewed.
